DESCRIPTION OF NEED: The Bureau of Reclamation proposes to
collaborate with the National Biological Service in the
collection, analysis and application of instream flow, water
quality, and other habitat suitability data for listed and
candidate fishes in the Pecos, Red, and (portions of) Arkansas
Rivers. Emphasis will be placed on those areas and species that
would most likely be impacted by Reclamation's operations.
Reclamation's participation will also include use of the data to
develop Risk Assessment Models to predict the compatibility of
Reclamation operations with habitat requirements for the species
of concern.
MANAGEMENT PROBLEM WITH NEED: The Bureau of Reclamation's
obligations for municipal and agricultural water delivery are
impacted by environmental needs in the Pecos, Red, and (Texas
portions of) Arkansas Rivers River Basins. Fishes protected or
proposed for protection by the Endangered Species Act are of
specific concern.

RESULTS OF BRD-INITIATED COMMUNICATION:
The Bureau of Reclamations obligations for municipal and agricultural water management and delivery are affected by the environmental needs in the Pecos, Red, and Arkansas rivers. For the past year, BRD scientists have talked with BR about the need to conduct risk assessments on a number of water renewal projects over the next decade. They have suggested that the Pecos, Red and Arkansas rivers would be excellent demonstration areas. This year, BRD will propose this project through the UPO process this year. The project scope will likely involve combined capabilities and resources from MESC and ECRC.
