TITLE: Criteria for Success of
Constructed Wetlands

DESCRIPTION OF NEED: In order to comply with OSM revegetation requirements , we need to identify key elements/parameters of functioning wetlands. Indicators that help predict successful replacement of pre-mining wetlands and creation of enhancement wetlands.
MANAGEMENT PROBLEM WITH NEED: With a bond liability period of 5-10 years, ecological characteristics of functioning wetlands will be difficult to measure. Therefore, any research that helps to determine value or quantifiable parameters for predicting functional reclaimed/constructed wetlands would assist OSM and the States in determining success standards.

RESULTS OF BRD-INITIATED COMMUNICATION: In previous years, OSM has expressed interest in non mitigated postmine land reclamation on a variety of habitat types throughout the western United States; their principal need has been to evaluate the value of reclaimed areas as wildlife habitat. Considerable expertise is available within BRD to provide technical assistance on the wide variety of issues within OSM?s area of responsibility. The report provided in FY97 addressed how BRD could help with created wetland issues. Our FY98 report indicated how OSM might contact the appropriate BRD expertise even though OSM had shifted their emphasis to spotted owl issues.
While wetland issues remain of concern to OSM, Gregory Reed indicated to Chip Euliss that OSM had not included wetland issues in their FY99 BIN request. Therefore, no further action was taken by the BRD contacts.
