I've had a couple of inquiries on translocation and animal
import regulations as they relate to CWD from readers. The train is building
steam and rolling down the tracks. Here is a brief summary of some of the
states. I'll do more later. Those of you not interested in animal importation (cervids
across state lines) can disregard and delete this message.
TX: Effective 20 March 2002, Texas has effectively closed
its borders to importation of any mule deer, WTD, black-tailed deer or elk into
its state. All other states are considered "quarantined" by the Texas
Animal Health Commission with regard to the above species for game farms. Texas
Parks and Wildlife Department is writing separate regulations to address
strictly wildlife importation effectively banning the practice.
CO: For wildlife: Requires mandatory testing of all elk
mortality. Restricts movement of carcasses out of the endemic area to boned,
packaged meat. Forbids movement of any live deer and elk within the state except
for scientific or wildlife management purposes only as approved by the Director.
Deer and elk cannot be imported into CO unless animals have been certified free
of disease for 3 years.
CT: prohibits any importation of deer and elk.
IN: permits importation on case by case basis after review
of source herd health monitoring. Has regulations tiered by the sending state's
relative risk.
MN: in the process of deciding what should be done.
Currently has testing and monitoring programs in the state for deer.
WI: similar to MN, but has had an extensive monitoring and
surveillance program for about 2 years now.
MO: prohibits importation of any deer and elk that were
within an endemic area in the previous 5 years.
NE: dealing primarily with the wild populations. Importation
of WTD, red deer or any of its hybrids forbidden. Others can be imported with a
permit (and several tests), and must come from a herd of origin with no evidence
of CWD for 2 years or has been enrolled in a state of origin approved CWD
monitoring program for 1 year.
NC: forbids entry of deer or elk from counties, or adjacent
counties, where CWD has been diagnosed.
UT: has mandatory testing for CWD in game farms. No
importation of elk from herds known to be exposed or positive for CWD.
WA: CWD surveillance in wild elk and deer.
