Procedures for Foreign Travel Request and Authorization
The Agency /Division Custodian will control and process all overseas travel request and
authorizations for the users assigned to his/her agency to their Agency Coordinator. An
original copy of the request will be forwarded to the Agency Coordinator for record keeping.
No custodian/user can submit an overseas travel request directly to U.S. Space Command; all
requests must pass through a Departmental/Agency Coordinator.
The Departmental/Agency Coordinators will control and process all overseas travel request
and authorizations received from their Agency/Division Custodians to the Controlling Authority
(U.S. Space Command). A file copy of the original request, and final approval will be
maintained on file at the Custodians location. The request will be faxed to the Agency
Coordinator for processing and the original will be mailed to the Agency Coordinator for
his/her files. The Departmental Coordinator will be notified by voice or e-mail on all
overseas travel of PPS equipment prior to departure. The emergency and routine reporting
requirements will be strictly enforced at all times to ensure that DOD/NSA can attempt
recovery should a loss occur while outside the United States.
All the requirements of this section and Chapter 2, Section 5.5 apply at all times and
any waiver request will be processed through your Departmental/Agency Coordinators to the
Controlling Authority (U.S. Space Command). U.S. Space Command ruling is final and complete,
no continued request that the controlling authority has already ruled upon will be
entertained at any level.
