Procedures for Transfers
Custodians who must transfer Custodianship of their PPS equipment for
any reason must fill out the attached Transfer Document and forward to
their appropriate Agency Coordinator and Chief Property Management
Official. All blocks of the form must be filled out unless coordinated
with the Agency Coordinator by the existing Custodian and the Current
Custodian must also obtain the New Custodians proof of U. S.
Citizenship Prior Permanent Full Time GS or WG employees have evidence
on file to meet this requirement. to be forwarded to the Agency
Coordinator. After the proposed transfer has been reviewed and processed
the current Custodian will be relieved of their duties. After approval
by the Agency Coordinator a copy will be forwarded to the current and
the new custodians. The new custodian must maintain a copy of their
application on file with their PPS receiver in the storage location. No
formal transfer can take place without an approved application. Failure
to follow the above instructions will result in a hold on your final
out-processing and or disciplinary actions by your Division/Branch as
may be requested by Agency PPS Coordinator. The reason for these strict
controls is to preclude a reportable insecurity or a loss through
negligence. These policies will be enforced jointly by the Departmental/Agency
Coordinators (through DOD/NSA) and the Chief Property Management Officer.
Also all paper work (Federal Application and Transfer Form 9-064) must be
submitted to the Agency Coordinator within 30 days, no exceptions. Failure
to comply with the transfer of custodialship will be grounds for revocations
of Custodialship duties and will result in removal from total access to the
Federal PPS program.
