Quick Response Awards FY2009 (Western Region)2/19/2009 Congratulations to Principal Investigator recipients of FY 2009 Quick Response Program (QRP) funds: Thane Pratt The attached spreadsheet details the studies to be funded under the Western Region QRP cyclical funding program in FY 2009. Also attached below is a summary of the QRP program. As you know, the USGS has not received its budget yet, and therefore the funding listed in this announcement is a target amount only, subject to revision upon Western Region receipt of funds within the USGS budget. Awards are expected to be at or near targets. Sue Haseltine explained the situation with cyclicals this way in her recent (Feb. 6) memo: Although in previous years, notification of awards for cyclical activities ... has been made earlier in the fiscal year, the process this year has been delayed both by the CR and by the possibility of a rescission. We have no information about the likelihood or size of any possible rescission, and we are hopeful that Congress will begin deliberations on a FY 2009 Omnibus Appropriations soon. Therefore, we have decided to hold cyclical allocations on new projects. When exact funding levels are determined, I will provide all of you with the budget information for the BASIS+ entries, below. ACTION by Project PIs: Project BASIS+ entries and study plans are now needed for these new projects. Project/Task shells (Title, PI, funds, and other basic info) have been created and are in BASIS+ for these new FY 2009 QRP start-ups. Each PI investigation is a Task within BASIS+ Project 9171DGK. Study plans should be provided to and approved by your Center Director according to center policy, and of course your close collaboration with the Fish and Wildlife Service should be ongoing to fulfill the information needs that are the reasons for these projects. Please let me know if there are any questions, issues, or perceived errors, and I will do my best to help. Frank frank_shipley@usgs.gov |
